SUMMARY:

Through this Request for Proposals, the City of Merritt invites Proposals from organizations that are experienced in civil construction in and around bodies of water, to provide Construction Management Services and Work (as defined in the CCDC5B Contract) for a project to construct a ~300m long earth embankment dike along the Coldwater River adjacent to the City’s Public Works Yard and Wastewater Treatment Plant (the “Public Works Diking Project”). 

Respondents should note that this RFP opportunity relates to the Public Works Diking Project only.  Separate from this Project, the City of Merritt has longer-term plans for a much more extensive system of dikes, but those will be dealt with as a separate project and separate public competition(s).  The City intends for this Public Works Diking Project to be the first of multiple projects relating to diking works in and around the City of Merritt in the coming years.

Key details of this Project are as follows:

  • Project Name: Public Works Diking Project
  • Project Construction Budget: $1,600,000 (excluding GST)
  • Place of the Work:  along the Coldwater River between Canford Avenue and Quilchena Avenue, as shown in the location map of Exhibit A.
  • Project Engineer: the City has engaged Associated Engineering (B.C.) Ltd as the project engineer to perform all design and engineering work for the project (the ‘Consultant’ as defined in the CCDC5B-2010 Contract).
  • Timeline
    • Schematic (Preliminary) Design was completed in July 2023.  
    • Detailed Design for the project is to occur during Fall 2023. 
    • Construction work is scheduled to occur in later Summer/Fall 2024
    • The Construction Manager is to provide ‘Services’ (including design and constructability input) into the Detailed Design process commencing Fall 2023.
  • Summary of Project Work: the Project Work is expected to include:
    • Construction of an approximately 300-meter-long earth embankment dike along the Coldwater River (between Canford Avenue and Quilchena Avenue) in order to protect adjacent areas from flooding events.
    • Majority of the dike is a waterside dike, to include rip-rap erosion protection. 
    • Dike to be setback from the river as it transitions toward Quilchena Ave at the confluence with the Nicola River.
    • Works to be conducted through 3 access/egress points; Canford Ave, Quilchena Ave, and the pedestrian bridge (former rail bridge).
    • Dike to be designed and constructed in accordance with current British Columbia standards, including the Dike Maintenance Act and its guidelines.
    • Works shall take account of a FortisBC gas main that is located near to the Dike, which the City is coordinating with Fortis BC to have relocated by others (and not as part of the Construction Manager’s Services and Work). Relocation timing is still to be determined.
  • Further details on the intended Project is provided in the Preliminary Design Report that is attached as Exhibit C to this RFP.  The preliminary design has been completed based on recent hydraulic modelling of the Coldwater River. The November 2021 AR event is the flood of record on the Coldwater River and this has been included in the analysis of the design flow. Hydraulic modelling was completed based on conceptual flood mitigation options and this was updated to determine the design flood level of the proposed dike.
  • Construction Management for Services & Construction: the Construction Manager selected as a result of this RFP will provide Construction Management Services and Work to the Project under the CCDC5B-2010 Form of Contract, as modified by Supplementary Conditions.  The services include the CM providing constructability input into the detailed design services, then conducting sub-trade/product procurement activities. Upon completion of all pre-construction phase services, it is the City’s intent to convert the Construction Contract to a CCDC2-2020 Stipulated Sum Contract, using the Stipulated Price Option in CCDC5B.
