SUMMARY:

Through this Request for Proposals, the District of Peachland invites proposals from suitably-experienced organizations that are licensed to practice Architectural Services in the Province of British Columbia, to provide Prime Architectural Services for the District’s ‘Peachland Childcare Centre Project’.

Project Summary:

Key details of the Peachland Childcare Centre Project (the “Project”) are as follows:

  • Project Location: a new greenfield site at 5481 Clements Avenue, Peachland, BC.
  • Overall Project Objective:  design and construct a new all-inclusive and universally accessible all-ages childcare centre in Peachland, to create 104 new childcare spaces to address the community’s childcare supply shortage.  The spaces will include 50 spaces for the 0-5 year age category, and 54 spaces for school-age children.  The Project shall also achieve additional objectives including;
    • High-quality architectural design.
    • Ensuring environmental (green building requirements) and social sustainability.
    • Engagement of user groups (the Okanagan Boys and Girls Club), and non-government organizations regarding accessibility. Note: there will be no public engagement during the Services.
    • Creating an inclusive facility, including optimal accessibility standards for children with mobility and sensory challenges.
    • Delivering a building which is climate-change, wildfire and flood resistant.
    • Ensuring the Project meets all licensing and statutory requirements for the 104 new childcare spaces, including those for different age groups.
  • Childcare Centre Project Features:  the Project will include the following key building/construction features, based on the approved conceptual design:
    • New childcare centre building with approximately 10,000 square feet of interior space.
    • Outdoor play area, including play equipment
    • Parking lot circulation that includes parking, safe and convenient child drop-off areas, and well designed for pedestrian and bicyclist access and parking.
  • Project Scope Area: the scope of the Project will be all groundwork, buildings, structures, and improvements that are within the “Project Scope Area” as defined in Exhibit A.   Note: the Project Scope Area could be extended by the District during the Services, to include the riparian area shown in Exhibit A, for a low-impact naturalized outdoor play area.
  • Out of Project Scope:  Any works that are outside of the Project Scope Area (as defined in Exhibit A) shall be excluded from the scope of this Project, except that the Project and Architect’s Services shall include bringing power/ shallow utilities (electricity & gas) to the Project, which may include Services to define requirements beyond the Project Scope Area.
  • Funding & Project Construction Budget: Funding for the Project is provided as part of an overall $12.2 million grant from the Province of British Columbia’s ChildcareBC New Spaces Fund which was announced by the Province on August 9th, 2024.  This overall grant amount includes amounts for other out-of-scope offsite works, internal District costs, and other costs related to the land development, insurance and other services, and therefore does not reflect the funds available for this Project.  For construction of the Project, excluding costs for Architect and engineering Services (the “Project Construction Budget”) the District has a maximum of $9.6 million (excluding GST) available.  This Project Construction Budget includes contingencies and is the absolute maximum funds available for Project construction. 
  • Phases and Timeline:  The Project currently has some conceptual designs and a Class D Cost Estimate completed. Following completion of this RFP process (RFP #2024-025), Schematic Design services shall commence on or after October 14, 2024.  Design Development Phase  and Construction Documents Phase Services should be complete no later than April 15, 2025. Construction is scheduled to commence in June 2025, with all construction complete and the Project at ‘Ready for Takeover’ stage no later than December 31, 2026.
  • Project Delivery Model: the Project will be delivered using the ‘Construction Management’ delivery method, whereby the Construction Contractor for the Project will be recruited prior to the completion of Schematic Design Phase under the CCDC 5B-2010 Construction Management Contract – for Services and Construction. During Design Development Phase, the Construction Manager will provide  constructability input into the design process with the aim of improving constructability, optimal scheduling, and cost optimization for the Project. The intent is to use the Stipulated Price Option in CCDC5B to execute a CCDC2-2020 Stipulated Price Contract for the Construction of the Project.

Prime Architectural Services:

From this RFP, the District seeks to contract with one Architectural organization (the “Architect”) that will be both the Architect and Prime Consultant for the Project, responsible for delivery of all professional architecture, engineering, and other professional consulting disciplines for the Project, as defined herein, including but not limited to:

  • Project Management for the Architect’s Services
  • Architecture, including; functional programming, interior design, sustainability, code, acoustics, specifications.
  • Landscape Architecture including outdoor play spaces
  • Structural and Envelope Engineering
  • Mechanical Engineering
  • Electrical Engineering
  • Energy Modelling
  • Building Controls
  • IT Infrastructure

Geotechnical engineering, legal survey, procurement consulting, quantity surveying, and environmental consulting will be contracted directly by the District, and will not form part of the Architect’s Services.

As Prime Consultant, the Architect will be responsible for retaining, managing and coordinating the work of all required Sub-Consultants throughout all phases of the Project Services, through to ‘Ready for Takeover’ of the Childcare Centre and Project Close-out.  The Architect shall provide oversight of the overall Project.

The Architect will not be responsible for procurement/tendering of the Construction Contractor for the Project. Procurement for construction will be led by the District’s Purchasing Agent (The Interior Purchasing Office Inc.). The Architect will provide technical support to the District and its Purchasing Agent during the procurement of construction services phase, if, as and when required.
