SUMMARY:

Through this Request for Proposals, the City of Merritt invites Proposals from engineering firms experienced in water infrastructure design and construction, to perform design, engineering and related services for the City’s project to replace a minimum of 50m of watermain across the Nicola River within Merritt, British Columbia.  The existing watermain is suspended on a utility bridge which is failing.  The new installation could include a replacement of the pipe and utility bridge or the watermain replacement could be conducted by directional drilling including removal of the existing bridge.  If the overall project budget allows, more of the watermain could be replaced.  The watermain which is under consideration for replacement extends from Quilchena Avenue up to the Nicola reservoir (approximately 450m in total length including the river crossing length).

Key Details for the Project are as follows:

  • Total Project Budget: Based on preliminary cost estimates, the City has a total budget of $900,000 (excluding GST) available for the Project.   This budget would be required to cover all engineering, construction and contingencies.  The City wishes to complete/replace as much of the overall watermain over the 450m length as possible within this budget.  The selected Consultant shall make every effort to design and engineer the Project to be within this total budget.
  • Project Timeline: The City’s objective is to complete detailed design for the Project by the end of November 2024, so that permitting for the work can be complete by early 2025.  Procurement for the Project construction is scheduled for January 2025, with Project construction occurring in late winter or early Spring of 2025 (prior to 2025 freshet).

Further details on the overall Project, plus the Services to be provided by the successful Respondent, are detailed in Part A of the attached RFP documents.
