SUMMARY:

Through this Request for Proposals, the Town of Osoyoos invites Proposals from experienced organizations for complete delivery and implementation of the Town’s Universal Water Metering Program, which has the overarching objective to install universal water metering for all of its approximately 2400 customers, in order to help the Town reduce water consumption. 

Program Services Summary

A summary of the equipment and services (the ‘Program Services’) to be provided by the successful Respondent is as follows:

  • All necessary program management, planning, and scheduling,
  • Development and implementation of a public communication and engagement plan, in order to fully inform affected system users and stakeholders regarding the program.
  • Supply and installation of ultrasonic or electromagnetic water meters and associated equipment, that utilize either AMR (Automatic Mobile Read) or AMI (Advanced Metering Infrastructure) technology.
  • Supply and installation of all associated equipment, hardware, and software necessary to deliver the program for the next 10 years.
  • Training of Town staff on the new equipment and associated system requirements.
  • Integration of the new equipment and system with the Town’s existing municipal accounting software (Central Square - Vadim iCity).
  • All required testing, commissioning, and provision of warranty support for a period of 10 years thereafter.

Timeline Requirements:  The Town anticipates executing a contract with the selected Contractor prior to September 1, 2023.  The Town’s preference is for the Capital Works of the Program Services to be implemented through a phased roll-out, with the first water meter installations commencing during 2024, and with all Capital Works of the Program Services complete and operational prior to December 15, 2026. 

Program Services Maximum Budget:  The Town has a Maximum Budget of $4,600,000 (to include for all taxes, except GST) available for the successful Respondent to deliver all of the Program Services, except for those Program Services listed as ‘OPERATIONAL SUPPORT YRS 1 TO 10’.
