SUMMARY:

Through this Request for Proposals, the City of Castlegar invites Proposals from organizations that are experienced in both; management of construction (as either Construction Manager or General Contractor) for expansion of operating civic-facility buildings, and delivering projects under the Construction Management Delivery Model; to provide Construction Management Services and Work (as defined in the CCDC5B Contract) for the City’s West Kootenay Regional Airport Air Terminal Building Expansion Project.

Project Summary:

Key details of the West Kootenay Regional Airport Air Terminal Building Expansion Project (the “Project”) are as follows:

  • Project Location: the West Kootenay Regional Airport (WKRA) is located at #130 – 132 Hall Road, Castlegar, British Columbia.
  • Current Project Status: the City has contracted with an Architect and Prime Consultant for the Project (Kaisan Architecture Interior Design and Planning Ltd) and the Architect has completed the Project Pre-design and Schematic Design Phases so far. 
  • Project Objective:  design and construct expansion and improvements to the existing WKRA Airport Terminal Building, in order to increase accessibility, efficiency and overall capacity, while ensuring minimal disruption to existing user groups and adjacent properties.  Primary and secondary objectives can be summarized as follows:
    • Primary Objectives:
      • Expand the Air Terminal Building to meet the projected peak passenger demand forecast for the year 2045.
      • Create an efficient and intuitive passenger processing experience through the Air Terminal Building.
      • Deliver a travel experience that is equal to the best boutique airport experiences in North America.
      • Improve the aeronautical and non-aeronautical revenue generating opportunities of the airport.
    • Secondary Objectives
      • Complete the Project within the funding window which ends in July 2028.
      • Complete the Project on-time, on-budget, safely, and in compliance with all regulations.
      • Minimize near-term and long-term operating costs for the WKRA.
      • Minimize disruption to the internal tenants and operations at the WKRA.
  • Project Construction Budget: For construction of the Project the City has a maximum budgeted amount of $7.3 million (excluding GST) available (the “Project Construction Budget”).  This Project Construction Budget excludes construction contingencies, and also does not include costs for the Owner’s Architect and engineering Services.
  • Phases and Timeline:  The Project currently has a Pre-Design and Schematic Design completed.  Following selection of the Project Construction Manager from this RFP process, Design Development Phase is to occur from April to July 2026. Construction Documents Phase is to occur from July to August 2026.  Construction Procurement Phase will occur from September to October 2026, and Construction is to occur from 4Q 2026 to Spring 2028.  ‘Ready for Takeover’ of the Project Construction (as defined in CCDC2) must occur no later than June 30, 2028.
  • Project Delivery Model: the Project will be delivered using the ‘Construction Management’ delivery method, whereby the Construction Manger for the Project (selected as a result of this RFP #2026-23) will be recruited during Design Development Phase (to be performed by the Project Architect) under the CCDC 5B-2010 Construction Management Contract – for Services and Construction.  During Design Development Phase of the Project, the Construction Manager will provide  constructability input into the design process with the aim of improving constructability, optimal scheduling, and cost optimization for the Project.  Once Construction Documents for the Project are completed by the Architect; the Construction Manager shall conduct sub-trade/product procurement activities.  Following completion of Construction Procurement Phase; the City’s intent is to use the Stipulated Price Option in CCDC5B to execute a CCDC2-2020 Stipulated Price Contract for the Construction of the Project.

 

Pre-Requisites For Respondents to this RFP:

Before submitting a Proposal to this RFP, interested parties shall take note of the following pre-requisites that all Respondents must demonstrate:

  • Live Operating Civic Facility Construction Experience: In Part D, Appendix D (Respondent Experience Form); among other things, Respondents must demonstrate that they have delivered at least three previous construction projects as the General Contractor / Construction Manager, for the expansion/renovation of Live Operating Civic Facilities (defined as a civic facility building that is open to the general public, and continues to be in live operation throughout the construction, as detailed further in Part D).
  • Construction Management Experience: In Part D, Appendix B (Methodology Form); among other things, Respondents must demonstrate their expertise in delivering projects under the ‘Construction Management’ Delivery Model (CCDC5B or equivalent), which must have included the Respondent performing both; provision of constructability input and cost estimating during Design Development, and the conduct of competitive quotation processes for subtrades / products for the project Construction Procurement Phase. 

The submission requirements of the above-mentioned forms will be strictly followed during the RFP evaluation, and Respondents that fail to achieve the Minimum Score threshold in each form will be removed from further consideration during the evaluation process.  Interested parties are strongly encouraged to check that they meet the experience pre-requisites and submission requirements of this RFP, prior to submitting a Proposal.
