SUMMARY:

Through this Request for Proposals, the District of Peachland invites Proposals from organizations experienced in heritage building renovations, to provide Construction Management Services and Work (as defined in the CCDC5B Contract) for a project to perform various upgrades to the exterior of the Peachland Museum.

The CCDC5B Construction Management approach is being used initially for this project, so that the Owner, the Construction Manager, and the Engineer can work together in a collaborative manner, in order to establish how to achieve the most beneficial works for the museum that fits within the District’s  maximum budget and schedule parameters.

Key details of this Project are as follows:

  • Owner: The Corporation of the District of Peachland
  • Project Name: Peachland Museum Exterior Renewal Project
  • Project Construction Budget: the District has a maximum budget available of $560,000 plus GST. This maximum budget is to cover all of the Construction Manager’s Services and Work on the Project, including; fee for the Pre-construction Services, all ‘Costs of the Work’, contingencies, and the Construction Manager’s Fee for the Work (all as defined in the CCDC5B Contract).
  • Place of the Work: the Peachland Museum, located at 5890 Beach Avenue, Peachland, BC.
  • Project Engineer: the District has engaged Reed Jones Christoffersen Ltd as the project engineer to perform all design and engineering for the project.
  • Timeline
    • Pre-Construction Services are expected to occur during July/August 2023
    • All Work must be completed (to ‘Ready for Takeover’) no later than March 31, 2024.
  • Summary of Project Work: while the exact scope and extent of the Project Work that can be achieved within the maximum budget will be defined by the parties during pre-construction services, the work for the Project is expected to include:
    • Repair and refinish all exterior cladding and accessories on the building.
    • Supply and install a new exterior landing, stairway, and associated foundations plus concrete work.
    • Structural upgrades to 4 interior wood columns at the 2nd floor.
    • In-situ repairs to the upper wood frame windows.
    • Window rehabilitation to the lower floor windows.
    • New wood front door with protection film on glazing.
    • Improved ventilation and heat recovery ventilator, plus incidental mechanical/electrical works.
  • Construction Management for Services & Construction: the Construction Manager selected as a result of this RFP will provide Construction Management Services and Work to the Project under the CCDC5B-2010 Form of Contract, as modified by Supplementary Conditions.  Once the Construction Manager and Owner have completed discussions on the works that can be achieved within budget and schedule, and once all costs of the work are finalized (completion of Pre-Construction Services), it is the District’s intent to convert the Construction Contract to a CCDC2-2020 Stipulated Sum Contract, using the Stipulated Price Option in CCDC5B.
